HRD Minister M M Pallam Raju terms new IIT/NIT entrance tests impartial


Human Resource Development (HRD) Minister M M Pallam Raju has termed the new entrance tests for admission into the Indian Institutes of Technology (IITs) and the National Institutes of Technology (NITs) as impartial. The new system has led to a noticeable increase in women students as well as students hailing from rural areas compared to preceding years, he added. These comments featured in the official communication between the HRD Minister and the Andhra Pradesh (AP) government.
Minister Raju addressed concerns of students from AP arising out of the implementation of the new policy, as well. As per the minister, students from the southern state of AP constitute the single largest faction hailing from any state qualifying in the Joint Entrance Examination-Main (JEE-Main). In fact the past 2 years’ trends reveal that one student out of every 5, who are ranked within 1000 up to 15,000, is from AP, the minister added.
As per the minister, the new admission pattern is "non-discriminatory" and has also been approved by the High Court of AP.
The new system of admission into the NITs, IITs as well as centrally-funded institutes introduced in 2013 has been designed to factor in the Results of Class XII with the scores in JEE-Main. As per the new norm, a student has to qualify in the top 20 percentile of Class XII examinations held by individual boards. The new admission system has met with a lot of criticism from students from all over India, particularly those from AP, who consider it as a complex “two-tier” system. Many students who have failed to gain entry into the premier institutes in spite of acquiring good scores have moved court seeking redress.
Since it is the first year under the new format, there might be some teething problems as few students might not comprehend the level of importance of Board examinations, which should be considered to be equivalent to that of competitive examinations, the minister added.
As per minister Raju, the “Normalization” pattern based on percentiles was introduced by the HRD Ministry after extensive discussions were held with the NIT council, education experts, various state boards as well as the Central Advisory Board of Education which is considered India’s top-most educational decision-making organization.
The rate of rural students in AP has increased from 2-4 % (till a rank of 15,000) to 5.5-6 %. Likewise, the rate of women students for the same rank range has increased from 2-3 % to 3.5-4 %. This justifies the decision to include Board marks for qualifying in JEE-Main, the HRD Minister added.
Minister Raju claimed that that there might be instances of a student scoring low marks in both Class XII examination and JEE-Main acquiring a higher rank than another student who has scored better marks in both the examinations, if they are from different Boards. Hence, the percentile method will bring about an accurate comparison of students under different Boards by using JEE-Main scores as the basis, it being the common examination taken by all the candidates.
